I'd say the main problem was that the climax wasn't... climax-y. Sure, you got rid of the crazy ambitious guy, but we haven't finished the conflict between the countries and all of that mess.
The build-up itself was fine... except it didn't come through and the build-up fell flat in the end. Which is really unfortunate. Up to the end of the 1st cour, it definitely was pretty good... which is a shame.

At least Hayate actually chose a girl instead of rambling about how both of you are my wings. (And no, I didn't watch Frontier's movie)
