Took some time to check the Philippine dub cast and here's what I got:

Honoka - Charvie Abletes (Jade in Jackie Chan Adventures, Julietta in Ashita no Nadja, Tomoyo in Cardcaptor Sakura, and Sonoko in Detective Conan)
Kotori - Elle Genovata (OMG she's also Kurumi in Date A Live!)
Rin - Kim Pomeda (Arisa Meigo in To Aru Majutsu no Index Endymion movie, Lucia in Claymore)
Nozomi - Myrtle Perez Zalazar (she's also in charge of the scripts in here, plus she played Kotona Elegance in Zoids Genesis)
Nelieza Magauay - Umi (You know she has Kage-level voice when she has voiced Kaori Kanzaki in Index, Uiharu Kazari in Railgun, CC in Code Geass, Tabitha in Zero no Tsukaima
Maki AND Nico - Owen Caling (former band vocalist, Koreanovelas are her specialty - she voices Geum Jan Di in Boys over Flowers - however, she is also Kagome in Inuyasha, Chachamaru in Negima, and Vanilla in Sugar Sugar Rune)
Eri AND Hanayo - Rowena Benavidez (anothert veteran VA, she has under her belt Jessie in Korean series Full House, Julie Makimoto in Bakugan, the titular Akazukin Chacha, Shinobu Maehara in Love Hina, and Liz Thompson and Marie Mjolnir in Soul Eater.
Now you know why some people complain that the voices in Love Live Philippine Dub sound too old. With the cast primarily composed of veteran VAs (with only the VAs of Kotori, Rin, and Nozomi being considered as rookies relative to the other VAs) it's bound to happen.
The PH voice acting industry nowadays is in shambles, is nowhere near the old glory days of Voltes V (along with living VA legend Mr. Joonie Gamboa) and 90s anime PH dubs, and is easily light years away from the HUGE Japanese seiyuu industry.
You know what I think? There must be some annual or seasonal VA auditions for anime fans like HERO TV used to do in the Anime Boom of the 2000s. The younger the better, but the older ones are welcome also as long as they can voice much younger characters.
