It's just that by converting Haku into Oshutoru, it feels like his growth have completed and much of his flaws are taken away, and that don't usually feel like the main at the start of a story. But yeah you're right there is so much about him can't just being put away and his past must come back to haunt him just like what Hakuoro went through. The same can be said about the main cast as well. Perhaps it's just a problem of how is the introduction going to be handled in the 3rd game.

While turning into Oshutoru is making Haku into another character, I don't feel like that is the end for his development.
Haku is in a completely unknown situation, his relationship with Nekone have taken a sharp turn.
Most his friends are likely to disappear (Kuon is gone, Atui and Rurutie are likely to go home to their countries. Unknown whatever Yakutowaruto will stay or not. Nosuri will likely only stay around Anju, who knows when Ougi and Kiuru will leave the capital) and he can't say who he is to anyone.
Some people think that Oshutoru assassinated the emperor, so Haku will have to take all of that heat and deal with it while Anju can't speak.
And it will likely bite him in the back to completely abandon his Haku persona. For how long can he keep it up?

I myself might be happiest if both Kuon and Haku are the protagonists of the next game, with Haku shows from the Yamato side while Kuon shows the out/Tuskuru side

I wouldn't expect her to return. Her Voice Actor doesn't seem to be active anymore. Let's only pray that Kuuya lives a long and peaceful life.
