Well, the first anime series was a work of 2006. 3D models were still a new thing back then, and banks for action scene are not that badly regarded. The animation quality was considered one of the best of the time. People were using it to try out how good Blu-ray anime is when it was introduced.
(in fact I find it less blurry than some later anime Blu-rays though with some compression noises)
Considering that Aquaplus is part of Toranoana group, I think they would be generous enough on the animation budget to make it at least look good.
