It's a minor disappointment, particularly the scenes where the overall mood is dampened by scenes that shouldn't have belonged there and the fact that Fubuki's resolution seemed less upfront that it should be, causing the entire story to feel as bland as our heroine. Sasuga to the production team, though. They manage to shove the concept of specific objectives as victory conditions in the anime.
Overall, I fully understand the difficulties behind making a story out of a game like this, so I'll give this show some leeway. It's not that bad unless you hate Fubuki, and those who watch the anime exclusively (and without doing any research, for shame!) have to consider the fanbase behind the show. The enjoyment value is definitely higher than Vividred Operation.
