In fact Kaga made sure she wouldn't give up by saying 'Again' over and over instead of 'Thats all I'm dissapointed go screw yourself' which she would have done if she was seriously against it.
If Kaga had actually meant it as a test Fubuki would have failed right after the first hit.

Of course Kaga wasn't out there to make Fubuki fail. That doesn't mean that she wasn't testing and drawing out her abilities. If Fubuki had in failed in the end, given up and not gotten the remodel, she wouldn't have been chosen as Akagi's escort, plain and simple.
Besides, Akagi and Kaga's planes didn't really fly lower than the Abyssal planes during their attacks in prior episodes.
