I'm willing to bet it's happened before back when Brigandia was rampaging around, kidnapping and enslaving people.
That's not the sort of activity that avoids killing people. Sure they wouldn't be able to kill anyone in Susukino unless they were willing to die once themselves, but anyone outside of Susukino itself would be fair game.
