According to this post I found, supposedly, the main threat is the moon drawing closer and potentially turning into meteorites that will rain down on earth. So there may not even be an antagonist. It could just be an impending natural (well not really "natural") disaster that brings everyone together one last time to fend it off.

this doesnt sound bad, i would like to see it, exspecially because naruto and sasuke are naruto-verse-god-tier but the moon is hundred times more dangerous than kaguya
