Well, you might want to read Rain then. Another OP Magician, well, in his case it's sword magic. OP character with OP abilities, and yes, he can Summon Meteors.
On the serious note, it didn't explained by the scriptwriter, which is the reason why I don't like this adaptation.
Note that GAA is behind in magic tech so they want to steal data about magic & magicians of Japan from the Magic Association, they also want to kidnap valuable magicians so they could be used as tools in negotiation for releasing the prisoners of GAA.
