That's how it is in the story though.
It's not like they are not an allies in Mahouka-verse. They
are allies, but they are also
rival in the pacific. Japan declines is USNA's gain, Japan will rely more on them thus USNA will have more reign on them.
Seeing how the situation is, and the Japanese fleet aren't ready, I personally think it's quite understandable if they decided to launch the Material Burst. It's more cheap, more efficient, they don't need USNA's help, and it can prevents the GAA to further attack them. It's a war after all, what's wrong with that?
