Nor is this the first time they have done so, according to the novels. The Japanese could have sat around and waited politely for that invasion fleet to show up at their shores, along with the GAA's strategic-level magician (strategic-level is anyone who can do things on the sort of scale like Tatsuya just did), and start killing their populations, but why should they? The invasion was already underway. The GAA had committed an act of war just hours before. There is no space to complain just because that war ended up absolutely annihilating the fleet they'd assigned to it without causing any Japanese casualties.
