Even though Illya was the victim there, she still asked Kuro's reasons, and the latter didn't even bother. If it wasn't for the blood curse, Kuro would still be chasing after Illya's life.
Kuro never tried any other approach, and I can't blame Illya for not meddling with Kuro considering she never made any apparent action that would warrant a death sentence. If you add Kuro's uncanny behaviour, I can't see how Illya is supposed to get along with her, let alone understanding her.

Even when she gave up due to Rin's curse, Kuro didn't change her stance and even tried to mess Illya's life by posing as the latter. Why would she care about the words she use when it is about her own life, that "seemly" doesn't have anything to do with someone who tried to murder her? Prior that point of the series, there wasn't anything obvious for Illya that "returning to normal life" would affect Kuro, and the latter was already trying to eliminate the former.

Hell, during their first encounter, even though Illya wants a normal life, she -tried- to befriend (or at least shows herself as a non hostile person) Kuro, who immediately tried to off her head.
If anything, Kuro was the one being the most inconsiderate between the two by a very long shot.
