As may often be the case there are multiple causes for the situation turning out like this.

Kuro has her side of it going right after Illya at the start and keeping a lot of truths in the dark. While she may have reasons for it, that does make the situation more difficult. Revealing she has the card isn't a big deal either way since you'd assume such. She's constantly using the archer abilities after all. While she has gone to school and acted normally at times, she hasn't really tried to let Illya in.

Illya as well hasn't helped the situation that much. Even times where Kuro hasn't acted aggressively she's taken a stance of denying Kuro. Constantly focusing on her normal life and wanting Kuro to disappear or stay in a hole out of sight. She laid the foundation to presume that normal life means getting rid of the abnormal existences that are currently in her life. Though given time Illya has seemed to figure it out. Now the question is if she can resolve the current situation.

Certainly Kuro seems to have a good grasp of Illya's memories and knowing all the people around her. Maybe she is reading all that and having decided that Illya would reject her existence just decided to take this route. Both seem to be rather stubborn in their own ways.

It's not the prettiest situation. Once we can get to the truth about Kuro maybe we can get a better understanding of things. Be easier to get a feel for Kuro's actions if we knew everything about what was driving them. Some things can be inferred, but others are less clear.
