I'm not saying it isn't against the law (and yes, requiring evidence to convict is part of the law, just not the same law... it's like, "the law", rather than this law), I'm just saying it doesn't matter because good luck holding that against him in any lawful way.
If you want to argue he's a bad person for killing people too weak to fight back who were begging for mercy, then go ahead. But don't bother bringing the "law" into it.
