In my opinion, yes, Tatsuya would be okay with Miyuki marrying someone else IF she was safe and happy in her marriage. His feelings for Miyuki are strong, no doubt about that. But they don't seem to be particularly romantic in nature. If she were happily married to someone else, then Tatsuya would be satisfied.
Now whether Miyuki could be happy married to someone other than Tatsuya is another matter altogether.
