A little like Mari but she is far better than him or he could have been a match for her. He panicked when she asked if he wanted to challenge her in vol 1 for a reason

At least he was in the top 5 before the Shiba siblings arrival and was certain to be able to beat anyone but the 3rd year trio. Probably that the ranking before their arrival was: Katsuto, Mayumi/Mari, Sawaki/Hanzo(far behind those 3 of course
).
We know nothing about his family excepted that he is descendant of Hattori Hanzo. If he was from the Numbers I think it would have been mentioned in the first volumes.
