The twins and Shippou are weaker than all of them but it's because they lack training or they would be at Minami's level. They will probably reach that level after the 9SC as implied by Shizuku and Honoka.
Honoka and the rest are talented but not good fighters.

Without the Yotsubas, Hanzo might have been the strongest. Do we know if he's from either the 28 Assistant clans or the 1000 families? Or is he like Mari? I can't quite remember if we've been told.
