Unfortunately, I doubt that the Yotsuba / Japanese military / government will let Tatsuya do something like that.
Especially, if his reason for traveling aboard would be something that is going to further mess up the delicate balance that the Mahouka world was in ... before Tatsuya 'accidentally' killed one of the 13 Apostles...
