Frontier doesn't ban cybernetic enhancements or cybernetically augmented individuals. However, it does outlaw the process of achieving them. For example, you can get implants at the Galaxy Fleet and still enter Frontier without a fuss, but you won't be able to get further implants in Frontier.
Banning cybernetics outright is going to piss off a lot of the Zentradi, which at present time, still outnumber humanity by a very staggering margin.
