Maybe in a way. Since the group is under Glen. And Glen, as the branch family was never popular with the main family (except with Shinya ). Shinoa is considered to be 'weak' and disregarded when compared to her big sis. But anyhow, the main gripe they are having is with Yuu's transformation and actions last battle and suspecting him to be a spy. Thus the higher-ups are trying to determine that. It also seems like they want to steal him from Glen if possible. One of the awesome revelations for me is that, Glen can talk to Mahiru yippee. Currently speculating that Mahiru is part of Glen's Oni-equip.
