^Theoretically if those assumptions were possible, yes, but I don't think the Sisters have that kind of power since they prefer to use weapons against him even when they know it's useless (and with more than 10.000 deaths against him they still try it.) Heck 9982 plan was to use a landmine to blow up Accelerator assuming his reflection powers didn't extend to below him. That also shows their lack of knowdlege of him, until 10031 they didn't know his power was manipulating vectors and not Reflect.
Also, even Amata's technique it's freaking hard to do, not even Sugitani, a ninja and master assasin, could replicate it well enough. With the limited power and control of the Sisters I don't think they could do it. Mikoto clearly would have the control to do it right if she learned about this hole in his defense.
(This is all in the assumption that they would be able to pull back the electricity at the last possible moment, I'm don't know if that's possible.)
