From what he was saying, the crest was being kept in a vault in Soul Society and Ukitake had to unseal it.
Concerning the swastika, while all of that is true, it is irrelevant to answering the question. The swastika has counter-clockwise arms. The symbol with clockwise arms is the manji, or ban. They each have different meanings. In this thread, please don't post unless you are asking a question, or answering one. I'll leave your post alone in case someone is interested in the (only vaguely relevant) history of the swastika.
