I've already read about the "Groper's Brotherhood" some time ago...
But there would be an easily solution to this. It would work like this: they put an announcement in some newspaper (Asahi Shimbun or something) that they search school girls to get groped on a train (for payment of course), I'm sure they would find plenty. They could make an appointment about where they want to do it and then they could grope all they want and leave those in peace who don't want to be groped.
Or, JR could do something on their own: they could do actual "groping wagons", where every school girl who enters it gets 10.000Y for agreeing to be groped, and every man who enters pays 10.000Y for being able to grope. They could make a real killing like this
