Hmm, Tousen had fear as his trump card too, saying that since everyone is naturally afraid of darkness, it slows them down etc...still, I wouldn't expect Byakuya to be unable to keep up with a quincy. Just taking the years of battle experience that each side has, it should still flow in his favour...and he has Renji.
