Lucy was speaking of Cana being the most veteran member in their age range. She's younger than Erza and Mirajane, but she's been in the guild longer than either of them.

I don't remember the exact episode, but it'd be mid to late 20s. Also note that that was an anime only scene, and you aren't quite remembering it right. Natsu already knew how to read thanks to Igneel. Erza just expanded his vocabulary.
