It's a lot like reading a great novel, like The Book of the New Sun or Lord of Light...not everything is clear at first. THe sole recap episode (17) clears a lot of this up.

Rolan Cehack, Frna Doll, and Keith were Moonrace citizens sent to Earth to investigate the planet. Their goal was to stay and blend in for two years, when the Diana Counter planned to make its landing.
At the end ofg two years, the Diana Counter has begun negotiating with England and America (Ameria) calling itself the continent of Garia, as not to panic the populace. Rumor has seeped our that Garia is really th emoon however.
Rolan happens to be at the right place at the right time to find the Turn A. It is also notable the Turn A only reacts to some individuals. IT has a great deal of artificial intelligence in it, to the extent it may think to some small extent...
Rolan ends up fighting with the overzealous Poe, who represents a faction of the Diana Counter more concerned with war than peace. THe Diana Counter has some really mixed factions within it. Notably, the Royal Guard, who primarily uses SUMO mobile suits, has very different orders than most of the Diana Counter.
dunno if any of that helps...
a lot of what doesn't make sense now, like the way the mecha are just lying around inside mountains oerfectly preserrved, and actions of characters will make much more sense by the end.
