The colony was never meant to hit Jaburo; most of the Federation merely assumed that that was the target simply because it was, at the time, still their primary HQ. It was always meant to hit the North American midwest in order to hit food supplies and whatnot.

Even if they hit Jaburo, that's only its primary HQ, but that still leaves A LOT of other major bases all over the world that the Federation could easily convert into their new HQ as well. It wouldn't exactly cripple the Federation's standing at all. Hell, the attack on the Naval Review still would've hurt them more than Jaburo getting hit, given it wiped out/disabled at least 2/3 of their ENTIRE battleship fleet.

This would also mean that Jaburo would've been pretty empty overall, thus even less damage to the Federation as a whole.
