Inoue Kikuko is my absolute favorite, from Oh My Goddess to The 8th MS Team to everthing she is in she is great. Just an incredible and lovely voice

Then we have memorable runner ups like Tanaka Rie (Chobits, Gundam SEED) Koyasu Takehito (Gundam SEED, Mahoromatic) and Horie Yui (Love Hina, ~Da Capo~)
