safemode + removing all usb stuff still did not...

safemode + removing all usb stuff still did not work. I run Avira/ad-aware/superantispiware regularly so I don't think it's a virus. I'll try removing some hardware tomorrow and see if that solves...

Hi. I'm using Windows 7 and when I go "SHUT DOWN" my comp pretty much says "NO" and restarts instead. I googled the problem, but the solutions were either for other versions of windows or tl;dr....
