Actually... it might work on iOS if you have a Japanese iTunes account, assuming that's the only requirement. On Google Play it's a tiny bit trickier as I recall (for non-rooted devices anyway).

Otherwise, I'm supposing it'll get distributed in some other way overseas.

Yeah, I assume this is like a special treat or something. Later they compile them into on large special episode or so for BD release and TV unless they keep the format and air them before Owari again and add them as they are on the Owari BD.
The app also has some voice thingy and you get a stamp for loggin in everyday. If you get all stamps for a month, then you get a "gift".

EDIT: Well, that's what my phone said. It is possible that my phone is compatible but my location trips the "incompatible" thing for some reason. My other phone has Android 4.4.2 so it shouldn't be incompatible. (The app needs iOS 8 or higher or Android 4.2 or higher.)

EDIT2: Got it installed, but some things aren't working on my end, namely the daily picture. Ougi-chan should be telling me that it's too early (for January 1, that is), but both the picture and the accompanying sound file refuses to load. The app also has a link to the trailers for Koyomimonogatari and the first Kizu movie, but it will not load as soon as it finds out that you are outside Japan.

Yes, the calendar itself, although visible, has a "Coming Soon" message when you open it, in text and in Ougi's voice telling you this will start working Jan. 1, 2016 as a button on the start screen, visible after flipping over a page with illustration.
The CM and PV clips underneath -accessible by scrolling- both play for me and the news list shows up although that one remains at December 18, 2015 for the time being.

A short PV for the blu-ray / DVD release of Owari (earlier today, Dec 23) has now been added together with a short PV for the compilation album (on sale from Jan. 6, 2016) - which both play for me as well...

... so it might really be tied to IP.

By the way, anyone knows what Ougi says if you open the app before January 1? I'm trying to document everything on the wiki.

I can no longer re-open that screen within the app but someone took a photo of the screen and put it online here. Ougi's spoken message was the same as the text below the image.

Just to be clear...

I don't think these two dates in December were ever "transmitted" to the general public via the app but were only used for testing:
(December 30) Tsubasa Hanekawa: "I don't know anything, I know what I know." (何でもは知らないわ、知ってる事だけ)
(December 31) Suruga Kanbaru: "As expected, Araragi-senpai sure has his impeccable insight. I'm amazed. One look and you've seen through everything, and I'm shocked beyond words." (阿良々木先輩はやはりかりしてない程の慧眼だな。恐れ入った。一見してこれの正体を見抜いてしまうのは、 驚きの一言に尽きる)

I never saw them and neither did stamps show up for me on the calendar in December. It remained a static screen and had a "coming Soon" banner across it. Stamps only started showing up from January 1, 2016.

The pages which did show up in December can't be accessed through swiping back nor do the December dates on the calendar function as links.
Pages released in January remain accessible by side swiping or by tapping the date on the calendar.

January 3, 2016 has a different image of Tsubasa Hanekawa but with that same text: 何でもは知らないわ、知ってる事だけ ("I don't know anything, I know what I know.")

Do the promotion videos and commercials work for you as well now? At the moment there are five of them underneath the "scroll".

They recycled the OP. Not that I'm surprised, but was really hoping for new OPs for each episode.

OH man that ED song is catchy. Though depressing.

I was hoping they would do an OP with Kamiyan but I guess not, oh well.
Also is it just me or did they try to re create the style of Bake with the animation/art to match the time? Along with the old soundtracks it was a nice touch.

Some say that there are some scenes that are outright reused from the original series, with some notable original ones like the scenes with Hanekawa looking down on you with those big fat cat tats.
